Dr. Ricaurte “Catin” Vasquez completed a doctorate of Philosophy in Managerial Economics and a Master’s Degree of Science in Operations Research and Statistics, both at Rensselaer Polytechnic Institute, Troy, New York, United States of America. Years earlier he obtained another Master’s Degree of Economics at North Carolina State University, Raleigh, NC, United Sates of America. He also holds a Bachelor’s Degree of Science in Mathematics (cum laude), Villanova University, Villanova, PA, United Sates of America.
In 2008 Dr. Vasquez became National Executive for Central America & the Caribbean, in addition to the role of Executive Director – Latin America for the Gas to Power Vertical, at General Electric – GE, position assumed in August 2013. He also held the position of Vice President for Government Affaires & Policy for Latin America starting 2011.
For the Panama Canal, Dr. Vasquez served (2004-2007) as Chairman of the Board of Directors of the Panama Canal Authority (ACP), the Panamanian entity responsible for the operation of the Panama Canal. From year 2000 to 2004 he held the position of Deputy Administrator, acting as CFO until April 2002, and thereafter, responsible for the Panama Canal Master Plan 2025? the Canal Strategic Plan which included Expansion Project recently finished. Years before, (1997) he was appointed as the first non-US Chief Financial Officer of the Panama Canal Commission, the US agency responsible for the Panama Canal operations. Lead the team that made a seamless transition from U.S. to Panamanian financial administration of the waterway, including all assets, plant, equipment, liquidity and the closure and funding of all past liabilities to fully meet the terms and conditions established by the Panama Canal Treaties.
For the Government of Panama, Dr. Vasquez served (2004-2006) as Secretary of Economics and Finance for Executive Branch; Chief Debt Negotiator (1994-1997) responsible for completing the Brady Debt Program for Panama with a net debt relief of 15% of total commercial past dues and closing the Mexico-Venezuela Oil Facility program via a debt swap.
Dr. Vasquez has served as member of the board of directors at Petroterminal de Panama, S.A., oil pipeline transshipment company in Panama that moves Alaskan Oil to the US Gulf and East Coast. Additionally, he has served as member of the board of directors of Cable & Wireless, EDEMET-EDECHI, ENEL, GDF-Suez, AES and HSBC; all international companies based in the Republic of Panama.
